    Can't guess source of the cab/ body, but the air cooled flat four VW is clear. The out sized tires give stability thru width, otherwise impractical. License plate not quite visble, but Circle K convenience store says western US.

    Running boards/fenders might cool. Don't round corners too fast--looks a little top-heavy

    Ironically, it's an Elcar. One of the early (like 1970's) electric cars. Made by an Italian company, I don't remember the name. An old guy I knew when I was a kid had one. It only had about a 20 or 30 mile range. If I remember right, it was all 12 volt deep cycle batteries in the bottom. it was fun to watch him zip around in it!
