    Simple enough to replicate the design by stopping the video and making your own drawings.
    My thinking is if the magnet were strong enough to attract a larger ball and the friction in the wheel axle bearings was low enough then why couldn't a very small electric generator be made out of the thing to produce some current. Any energy produced at all would be enough to prove over unity.
    Edit, well not exactly since energy produced would be equal to or less than energy consumed as in the consumption of the magnetic energy given off by the magnet. if allowed to run long enough even the strongest of magnets would be depleted someday plus it took energy to produce the magnet in the first place

    Not perpetual motion, it is being acted upon by external forces.
