    Excellent idea!
    Great for saving space.

    One shortcoming I see is that they would be rusted solid without some ongoing maintenance.

    ....and in cold climates possible frozen solid when you need them.

    I would think useful for security too, but then locking it doesn't make it readily available as an emergency exit.

    I honestly think it's mislabelled - it's an access stairway for areas not accessed often, or with space constraints at that ground level. - the detail in the balustrading railing is too much for a fire escape, and the bottom only latching tells me it's not for top driven use.
