Everything gets worse. Lower strength. All the aggregate settles out to the bottom. Prone to cracking. I think it screws up aeration too (which is super important with concrete). Just generally results in junk. A soupy mess like that is the mark of a bad contractor.
The ideal concrete mix, for maximum strength, is so dry you'd probably never want to use it. You have to add a bit more water than that just for it to be workable. And paradoxically once it sets up you want to keep the concrete as wet as possible while it cures. Concrete is weird.
