Probably rolls of paper. Strange that they are unloaded in a way that they have to be picked up again...

demurrage rates on the ship will be considerably more than the cost of storing on the wharf for a short time, plus the rolls on the wharf can be handled by other machines (pick and carry crane, forklift with handler, etc) whereas the crane over the ship probably is a constraint at the wharf, so needs to be fully utilised for best value and running costs.

Once the paper roll are set on the dock (wharf) a PIT with a roll handling clamp attachment can pick them up, rotate them and / or lift them up into stacks, or load them into trailers. Our rolls weigh between 4500lbs and 7000 lbs. These rolls appear to be paperboard but could just be a natural craft paper. There are a number of US mills so this is likely a different country. Cascade makes many different roll handling clamp attachments like the one shown below. Some can handle 2 rolls side by side or "skewer" them with a long pin (Think carpet roll handlers).
