    There has to be something else going on here, like an alarm clock for squirrels. Seems like a waste of resources....but then again, it is government.

    This is done as a controlled way to collect loose leaves and sticks before they end up in the storm drain.

    Random observation for those interested - the blurry license plate on the parked car suggests that this is either Russia or maybe one of the former Soviet republics. What almost looks like Cyrillic on the machine is "Hyundai" spelled backwards. The video is mirrored.

    Another look clearly shows everyone driving on the left side of the road, which rules out my earlier guess. It's more likely to be in southeast Asia or one the southern African states. Sorry for the double post.
