That's just the clutch cover, although I'm not sure what kind of bike this is, because clutches usually live on the right-hand side. There's generally an oil bath for the clutch side on the bottom end, as well as the middle of the case where the gears live. They share the same oil. No pump or filter or anything. There's a seal on each side of the crank which separates that cavity from the rest of the bottom end. So no oil from the bottom end can get to the crank, but also no vacuum or pressure from the crank can get to the rest of the bottom end.
