Yes, it's a cat carrier. It's been around as a cartoon for a long time - MasterMariner's example is typical - but someone has actually built one.

However, being a cat fancier myself and not liking dogs much, I prefer to call it a dog carrier - especially useful with those, yappy, supremely annoying breeds like the chihuahua.

A dog carrier is the first thing I thought of when I saw the the pic. Then I went to the post's. And someone else has the same sick sense of humor I do.
