This is a tilting table I made about 25 years ago to use when welding large items that were held in a fixture.
It can be flipped over to serve as a large flat table or mount several fixtures on
And can be positioned at several angles for ease of welding. I also used it at times to administer limited access overhead welding tests . With the beam in the center and the trough between the legs at the bottom by tacking a couple of 6" pipes cut at an angle and beveled together then tacking them about 6 inches from the center beam near one of the legs then flipping the table upside down for the test it didn't take very long to find out if the guy was a welder or a dauber, In most cases I wouldn't even have to saw off a couple of coupons for further testing.
