    now that is a wet pour. The spikes would force the aggregate deeper leaving the possibility of a glass smooth surface

    That looks like an epoxy pour.
    The hvac vents are a give away to it being very likely a Pharmaceutical manufacturing facility. Although the coving on the floor is'nt right for a wet area.
    When it cures it will be glass smooth as long as nobody messes with it in the interim.
    The fellow driving the roller is wearing spiked shoes as well - can be somewhat disconcerting the first time you walk on them!
    The spiked roller leaves a miniscule raster impression only visible from the right angle and only if you know to look for it.
    We used to redo floors every other year in the factory , even the boiler house which was kept spotless despite using HFO fired boilers.

    I used to use one of those when using self leveler over electric heat mats, used more for self leveler
