    NOPE, not when a repo-man picks one up. Too much risk of being caught. They back up, slide the lift under the car, pick up the back tires and drive away. Don't even get out of the truck, all of the hydraulic controls are inside the truck

    On the re-po and parking violation videos I have watched (though they may be staged as well) they often go a couple of block before strapping, just to get to a safe zone where they don't have to worry about the owner fighting them.

    Where I live the Highway Patrol would cite you if you broke this law, repo or not...

    29003-c. The raised end of any motor vehicle being transported by another motor vehicle using a tow dolly shall be secured to the tow dolly by two separate chains, cables, or equivalent devices adequate to prevent shifting or separation of the towed vehicle and the tow dolly.

    When I had my school bus towed to the junk yard, the front axle wasn't clamped to the lift bar, just two loose safety chains.
