Pedestrian tunnel...
That's not a repair it's an underpass.
Doesn't look like they do much compaction on the side, so I would expect some settling of the track over time.
Caltrans built one of those on State Route 89 in Truckee California and they did it quickly...
The hole on the left was already there. The one on the right is the new pedestrian tunnel...
