Probably rolls of paper. Strange that they are unloaded in a way that they have to be picked up again...

demurrage rates on the ship will be considerably more than the cost of storing on the wharf for a short time, plus the rolls on the wharf can be handled by other machines (pick and carry crane, forklift with handler, etc) whereas the crane over the ship probably is a constraint at the wharf, so needs to be fully utilised for best value and running costs.
