Makes you wonder. Is that really the owner of the field or someone harassing the owner?
Is the drone supposed to be there or is it harassing the owner?

More info would be nice but we will probably never know.

The farmers around here haven't started using ag drones and the ranchers will shoot down any drone flying over their ranches/ We had a bunch of city hunters bring in drones to use for spotting deer. not legal in this county. drones can be used for finding packs of coyotes and Ferrel hogs but not for game animal hunting. The FAA ruling is that it is against the law to shoot down a drone with a few exceptions. If a Texas game warden catches a hunter using drones to spot harass or heard game animals, they will fine them revoke their hunting license and confiscate or shoot the drone out of the sky.

I don't know of any exceptions to the "interfering with the operation of an aircraft" rule, and the FAA takes such things quite seriously. If you suspect someone is operating a drone in an illegal manner, you should report it to the local authorities and/or the FAA. If you shoot one down (or jam its radios or do anything else that interferes with its flight), most have cloud based telemetry systems and wireless video that will show where/when it went down and under what circumstances. Once the operator hands over that info to the FAA, you're liable to have G-men knocking at your door. Under 18 U.S.C. § 32, it's a felony with fines up to $250,000 and imprisonment for up to 20 years.
