    we used to use a saw (kinda like a pruning saw, but with a bent pipe handle and a loop) - it had a spike on the handle to punch through in the first bit, then you used the saw to cut around from there. When i was first trained we used to use shaving cream (in a can) for keeping the glass dust down, but towards the end of my service they had dispensed with the cream just to simplify what we had to carry, and managed the glass inhalation risk with p2 masks for firefighters and casualties.

    Looks like a metal shear attachment on a drill. Maybe it's a modified version to open up further to accommodate the glass thickness, or maybe it only has to cut the plastic between because it just crushes the glass. Either way it's a clever repurposing.
