So the car is messing up traffic by parking illegally. Make it impossible (sort of - see previous post) to move and you have accomplished nothing except pissing off the illegal parker.

If you want to help keep traffic moving - just tow the vehicle. I assure you, you will still piss off the parker.

The vehicle doesn’t look to be parked in traffic lanes. The purpose of these must be to mark and somewhat disable the vehicle so it can be towed later? Otherwise what’s the point?

Just slide a thin blade under the edge until you get to the suction cups nick the cups toss their expensive kit on the ground and drive over it
