Can't recall ever visiting anywhere where they locked up their shopping carts.
I did stop at a mall once in Spain there they validated my parking ticket with my purchase slip so I got free parking.
Never try to tell me it can't be done
When I have to paint I use KBS products

Throughout the midwest is a grocery chain from Germany called Aldi, the brother of this Aldi chain owner has Trader Joe stores throughout the USA.
Aldi requires you to insert a quarter to unplug the cart from the carts in a long row near the doors. The idea is you have to put the carts back to get your quarter. This keeps them from being walked off with by the homeless as well the parking is not strewn about with carts. It really is a great idea. Now I did return a cart once to find it had a Filipino 2 cent peso which is the exact same size as a USA quarter.

Locked carts must be a royal pain for the disabled. Either it costs them more than others or it requires them to travel twice as far to get their coin back. Not everyone has a printer either. Luckily, i have not seen one yet in my town or surrounding areas.

Depending where you live the benefits are good (no lose carts hitting your car)
People will do any thing to get back 25 Cents
When I was a kid my brother would take the bus to the Toronto Pearson airport about 120 kilometers
And collect the luggage carts in the garage and return them to the terminal for a dollar a each
