Ralph here is a chart for punching holes in mild steel
    https://www.americanmachinetools.com...punch_hole.htm
It is never recommended to punch a hole smaller in diameter than the thickness of the steel.
However, I used to regularly punch 3/4" holes in 1" plate by heating it above 600°f in an oven prior to punching
Never try to tell me it can't be done

    HI:

The pressure is the circumference x the thickness x the sheer strength of steel, so guessing at the sizes:

    (1" dia x Pi = 3.14 ) x 1/2" thick x 30K psi for steel = 24 tons

Iron workers have very generous punch / die clearance which will drop the tonnage required.

    Carl.
