My first thought was who needs it, but your comment about arthritic fingers hit home. Arthur Itis does not hold me up much at the moment but it is getting worse with time so maybe this device could be something to remember.

And Victorian women used them on tiny dress buttons, they also had a version for shoes. IIRC, those were more hook-like than hoops.
