    Looks like it was raining. Ship probably couldn't brake hard enough in the wet.

    I caught that too. Several thoughts came to mind...

    Radar works but nobody in the wheelhouse is watching the display.

    They see the bridge on the radar display too late to slow/stop the ship.

    The radar image of the bridge is camouflaged by the buildings around the river in the background.
