This tool is used for setting up the Wet grinder.
For repeatability, Tormek had the clever idea of a template guide that is used to setup the distance of the bar from the wheel, depending on the result you want, and that allows also to setup the the protrusion of the gouge out of the gouge sharpening jig.
I did this one out of plywood and brass.
The recto indications says what hole you must use : A or B, depending of the kind of angles you want.
On the verso, you have three stops, preset to 100 mm , 65 mm , 55 mm (the protrusion values that suit well my version of the gouge jig)
All my gouges are marked and have a number, and I keep a paper sheet with all the the setups for each gouge, so that I do not loose time each time I need to give a little pass of sharpening.
