Because they can. Might be handy for interrogation rooms instead of one-way mirrors install see through TV's. Or classrooms the students would see their lessons being projected from the tv while a teacher or teacher's assistant could be monitoring what was actually going on.
Scary stuff when you think about it if you stayed in a hotel with a TV mounted in the wall someone could be invading your privacy. but it could be useful tool for Police and DEA
