A converted aircraft catering truck. (Why?)
But why? For the view, to keep spiders away - no obstacles for snakes or monkeys, afraid of bears, afraid of your own shadow, what?
Possibly a mobile photo blind for finding and filming wildlife or shooting action from an elevated viewpoint. The front and rear "balconies" don't say "camper" to me, rather observation deck for some purpose. Also, the floor of the front balcony looks like it can be extended forward.
