    Issues other than "why"

    if you walk up to it when it's closed, it opens towards you. People don't like things opening towards them, causes them to step on the toes of the person behind them.

    You could lock someone in there.

    It would be more fun if you got in and rolled it across like a hamster wheel.

    That was actually sped up which means you'll still be late for that meeting even if you get there as it starts to open up!

    The bridge straddles a "waterway" that's only inches deep - the ducks are standing up in it - so said waterway must be purely decorative; no watercraft are going to be passing through it.

    So, that raises the question, why does the bridge need to be retractable? A decorative stationary pedestrian bridge would be satisfactory and, done well, would fit into the architectural scheme.
