Allegedly some of the homebrew (literally and figuratively) and counterfeit imported alcohol isn't made properly and is killing people, so they have banned imported alcohol as well. That's what they're crushing in this vid. They're using a compactor because they had too much to smash with an excavator.

Their plan is to melt and recycle the glass into jewelry, thereby providing jobs and jewelry.

At work they had "bottle recyclers" which were some form of scroll crusher mounted over a bin. You pushed the bottle in a chute at the top, and it contacted a switch or light beam to start the motor for the crusher. The bottle then dropped through (hand protection) and contacted the crusher and landed in the bin underneath as powdered glass (about 3/16" - 5mm sized).
Why thy couldn't simply use a larger version of that, with the liquid in the bottles simply draining through the powdered glass into a drain/sump. - heck, haev the whole lot going into a small furnace preheat and the booze would actually help with the heating.
I get the whole "let's make a public statement" bit, but the video would be a total PITA to clean up afterwards, whereas a more industrial method would keep the debris and mess contained and even useful in some form.
