    my guess is
    vacuum holding it to the ships side, a rotary scouring device and a high pressure aggregate perhaps. I'm not seeing a dramatic flow of fluid coming from the bottom of the scrubber but I guess its all been removed by the vacuum. They had similar things for cleaning rigs but they were either ROV or diver operated. Oceaneering tried to operate machines (ROVs) remotely via the internet but realised very quickly it was insecure and offered a very limited and patchy service, funny that.
    They will have employed a graduate and not a craftsman to come up with the idea, skills shortage in a nutshell.

    Whatever the active solvent, it seems to be moving at a snail's pace from the look of 00.04 when a guy accidently moves into the picture. That must require quite a strong pressure of the liquid to remove that paint down to the bare steel in one pass. I have removed paint down to bare metal on automotive panels back in the day but , had I moved that slow, it would have warped the thin sheet metal severely. That ship probably has enough thickness of steel to withstand the heat and friction of the stripping.
