I see a difference between infrastructures that fail cataclysmic events, and those without sufficient engineering to be safe. in normal conditions.
Prospects regarding the Moon will not occur in this administration; same that assigns "infrastructure" to projects such as daycare centers and civic art.

When your enemy achieves something good, give him credit for that. Don't discredit your enemy all the way because of his failure elsewhere. The crumbling infrastructure in North America doesn't mean that the United States has failed everywhere. Though, ironically, the flood barriers/ levees in New Orleans and surrounding areas failed during the destructive Katrina Hurricane in 2005. Is going back to the Moon a priority over fixing the decade infrastructures?

Yes. Right now, humanity has all it's eggs in one fragile basket. Though the best choice would be to fix infrastructure AND go to the moon. And stay there, this time.

People never learn. NASA's last mission to the Moon, Apollo-17 astronauts were Warned off the Moon after they encountered someone else there. NASA abolished Apollo missions 18, 19 and 20.
