Concrete is widely used in many countries. The techniques they use are often very sketchy/unsalfe. BUT, it is all they know.
I have done a a lot of mission work in a remote region in the Caribbean. The locals are very hard workers, but they have just never been exposed to more effective ways to do things. Even some very large, multi-story buildings are build using inferior concrete due to poor batching and mixing control. Way too much water, often dirt is used when they do not have sand. Rebar is excessively rusted and as often as not placed to close to or even exposed o the surface of the concrete structure.
Many of them are very skilled at using cemenet/mortar to finish the surface of bad concrete so it looks very nice and you cannot see the defects hidden under it. If I can find some photos I will post them..
