I would guess this is probably for a log home maker, saw mills don't care about debarking like that...

Yup. All of the wood products mills I've been in use ring debarkers or rotary debarkers. I think there are a number of other designs as well, some similar to hammer or flail mills, but I've never seen those out in the wild. Everybody seems to use ring or rotary debarkers.
