    Any idea where this is from or what technique they are using? It kind of looks like some sort of stick welder.

    This is called Lichtenberg pyrography or Lichtenberg Fractal Burning, applying very high voltages (tens of thousands of volts) to wood or other materials which causes these fractal patterns to be burned into the surface. They're named after the distinctive burn patters often found in lightning strike victims...
