He had me there. I'm an amputee, so I have actually used a flap disk to clean up the scuff marks on my left foot, which is made of this rubberized plastic. (Plasticized rubber?)
Still, I can imagine someone having thick enough soles on their feet that they could use a flap disk to knock callouses down to size. They use dremels to deal with nails, so it's just a step up, size-wise.
I have been doing that for years on my right heel. For the last ten or so I have been using a Makita 1x21 band file, conforms nicely to curves and with fine paper it is less aggressive. The smell of burning skin comes about the same time as the discomfort from heat. My last pair of shoes I leave more tightly laced, and use a shoe horn to put them on. That seems to have all but eliminated heel callous.
