    Power supply

Hello this is my first question. Does an AC adapter/power supply limit anything?

Block. Protect. Stop. Does it stop higher voltages or current from passing? Will it only allow power up to a certain limit?

Ac adapter (cheap type) usually is a small transformer and a simple circuit bridge diode plus a couple of capacitor and a resistor. No protection from over voltage, over current demanded breaks resistor, sketchili.
Switching types (notebook and good powersupplly) should have inside many protection against current and voltage, plus a fuse.
