    Am I missing something here?
    what is on the bottom of the rebar to hold the cement in place?

    If you watch closely at the area that in the far side from the camera where the concrete had not been poured yet you can see the sheets of plywood fall away at the last moment. You can see the parked car on the other side of the street though the rebar afterwards but not before the failure.
    The cause of the collapse was not enough supports or not having them tied together horizontally well enough to prevent them from moving or buckling
