Most likely the drones in question are camera drones only, just small nuisance things flown by people who are either just taking pictures or videos of other people as in an invasion of privacy. Some ranchers out here use them to monitor their herds but get very upset when some city hunter fly's them over their land to chase deer towards their stands, which is also illegal to do. Our county sheriff says shoot the things down if one happens to fly over and no one has been warned of there being one flying across your property by a rancher to another of his properties.
I doubt a net gun with such a limited range would be very effective except in a suburban setting where someone is flying it over their neighbor's backyard hoping to take pictures of the neighbor's wife or daughter lounging by the pool

FYI, if anyone is thinking about building this or any other DRD (drone revenge device) in the U.S., the FAA has severe penalties for interfering with the operation of any aircraft, even UAVs (unmanned aerial vehicles), as they designate them. So, while it might be fun to dream about feeding some birdshot to that annoying drone the teenager just down the street got for his birthday, a much better idea would be to report it if it's doing something illegal, or speak with the drone operator if it's just bothering you.
