Pivot hinge with fine adjustment for vertical on the pin.

I am building a fly screen spline inserting machine.
Its consists of a bench with an articulated 2 piece arm that pivots around a vertical column [ 100 x 100mm] at the back of the bench.
The pivots at the column top and between the arms consist of flat plummer blocks through which a 30mm shaft passes through and pokes into the RHS column. [ in the case of the first joint]
That pivot point has two bolts at right angles that penetrate the rhs on two axis and allows to shaft to be adjusted so it is vertical and the arm does not swing to a 'low point'

    How would it be done?
I have seen an image where two bolts with lock nuts on both X /Y axis penetrate the column about 125mm apart vertically and seem to be used for adjustment, but how?

Surprised this hasn't collected responses, with 30 observers so far.
A concept drawing of the post and screws in question, with clarification of 'plummer blocks' might help.

Basically, what I think he is describing will resemble a pantograph arm with a pressing wheel to follow along the grove of a frame forcing the spline and screen into the groove What he is calling plumber's blocks I take to be flat pillow block bearings,
But to make the column perpendicular to the screen frame by adjusting the XY axis would be better accomplished with a 3-screw triangulation with nuts welded to a plate which would be welded to the bottom of the column Think of the adjustments on a surveyor's transit. Then he will need a Z axis adjustment to control down pressure on the pressing wheel and a handle possibly even a T handle just above the wheel so he can guide the wheel in the groove while pulling it around the screen frame. Pretty straight forward simple device as long as the 2 articulating arms provide sufficient travel to circumnavigate the screen frame
Never try to tell me it can't be done

Close here is a photo, plummer blocks are cast iron units into which a bearing is inserted. The bearing can move a bit to self align in the block.Pivot hinge with fine adjustment for vertical on the pin.-watermark2-1.jpgPivot hinge with fine adjustment for vertical on the pin.-watermark2-2.jpg
You may notice on the square tube column rising from the bench or even the first 'knuckle', a bolt head on one side and at 90 degrees another bolt head higher up the sq tube.
They are the adjustments. A single bolt right through at those 2 positions.

That ocean does funny things with vocabularies. Plummer blocks there, pillow blocks here, neither being something I'd wish to lay my head on.
I didn't visualize the remainder very well; tensioning the spline while inserting the normal way is a time consuming exercise. Building an assembly machine beats waiting on evolution supplying us with a third arm.

The three screw arrangement might benefit, if set to bear on a bushing supporting shaft in question, though a four screw mechanism is probably easier to manipulate.

When I leave this world, I have made up my mind not to come back until evolution catches up with my desires. 4 arms 2 thumbs on each hand the ability to make a reverse or inverted fist 270° rotation of my wrists in either direction and a 3rd eye with full light spectrum vision. until then I'll wait or go some other universe and teach them all I know, providing I have the ability to use the other 70 to 90% of my brain which is inaccessible now

From the photos, particularly if you blow them up, the two adjustment bolts can be seen.
They are at 90 deg. to each other and about 6 inches vertical apart.
They seem to pass through the vertical shaft somehow.
