I watched the 22 mile long 202 South Mountain freeway go in here in Phoenix, AZ. It rarely gets down to 32 degrees here and, on average, we get about 7" of rain. No freezing and thawing issues.
They compacted the soil with a little water and then put down about 12" of asphalt. No agregate and no concrete below. It will be interesting to see how this holds up. The consortium that built the freeway also got a 30 year contract to maintain it. If the road holds up, they will make money. If it falls apart, they will lose money. I know there were places where they beefed things up in order to avoid maintenance later.

Around here, centeral ny, most all secondary roads are tar and stone or are capped with tar and stone over asphalt. In the summer there used to be tar bubbles in the road from the heat of the sun, seems the tar used does not bubble up any more except on the hottest days. Also in the summer there are polished stripes down the roads from the snow plow shoes. If there is adequate drainage and bace tar and stone holds up fairly well. If not, well lots of potholes.
