    Without being able to review the building plans, the materials specs the building's contractors scope and timetable chart, the building inspectors sign off sheets there is hardly any way yo speculate why this occurred. but I do know this somewhere there is an engineering consultant a senior engineer several assistant engineers, a building inspector a project planner and a host of others who's bowels are in lock down mode trying to figure out what went wrong and how to keep their jobs and maybe worried about fines and jail time. Something like this does not happen as the result of 1 persons' negligence.
    There were times during the construction of the 829.8-metre-tall Burj Khalifa in Dubai that the accelerated time tables of construction had to be amended due to the cure rates of the concrete not preforming as calculated other times the schedule was able to be the speeded up slightly as well.

    Rumored cause for the collapse

    Some third-hand sources (not too far from the site) remarked that the collapse was initiated from a loaded dumpster being lowered from the upper floors that slipped from its harness (or the harness failed?) then fell onto the structure which then became the domino resulting in total structural failure.

    Bear in mind that I have not gotten any independent validation for this being the likely (or even a remote) cause, but that could go a long way to explaining why such a new construction could fail in this way.

    If someone gets to official word, I'd hope you share it.

    That could be plausible given that I noticed in some other pictures and videos that the floors were all still green pours with very little reinforcement either the whole collapsed section appeared to be out side of the building skeletal framework and very little vertical support structure. But there still looks to be an over optimization of materials to hold construction costs to a minimum

    Looks like there was a problem with the explosive demolition of the cranes at this same building, after the building itself collapsed. One fell correctly; the other is now dangling. 0:20 video:

    Once the building partially collapsed and was most likely subsequently inspected the cranes must have been considered unsafe even to disassemble so a controlled demolition of the cranes would be in order, and new ones might be reinstalled if the building project is allowed to continue otherwise it may be brought down in a similar method by using a controlled blast. A huge waste, but maybe safer and cheaper to tear it completely down and start over at this point.
