Since it is impossible to make out the full context of these graphics from ground level except some of them can be seen from the neighboring hills many have concluded they may have been made to be viewed from above. But being made around 500 BC who or what other than birds would have been able to see them that way.

I think the current interpretation is that the figures were meant to be seen by their gods and the act of creating the figures was a form of worship.
More astounding than the figures themselves is the process by which they transferred the design from their "blueprint" onto the desert surface.
