That sure is an interestinh piece of kit Philip: I'm not familiar with it & i think you are on the right track re use.
If all else fails with full identification from Homemade tools members and Googling your efforts could be directed to The Traditional Tools Group Inc. who specialise in identification of "old tools" and their use. I believe a pic of the makers mark may be of assistance although with the details you have that may not be necessary.
I would like to know more when you confirm use.
