Since it is diluted in water, yes, it is a risk.
Probably a low risk if the machines are used every day but for a hobbyist like me, I don't want water anywhere near my machines where it can sneak in between surfaces and sit for a long time.
Fending off rust is a constant battle, I don't need to help it along with added water.
I use the same stuff as in the video. It is claimed to have rust inhibiters and mostly rust is not a problem, except where it creeps in and does not dry. For instance under the vice on a milling machine. It is more like a black stain rather than normal rust. On the lathe it is not much problem because there are not really any crevices like that.
Remember that normal flood coolant liquids are mainly water.
I started with a kool-mist system but as many others have found out, it tends to fill the breathable air with a mist of stuff that you do not really want to breath. There is a competing product called "FogBuster" which mixes air and water such as not to product a mist. This system is nicer to use and works at least as well. In the style of HMT I made my own which is a bit different to the KoolMist and Fogbuster systems and it is much nicer than the KoolMist system. I cannot speak for how it compares to the FogBuster because I have not used one. As in the video I do use the KoolMist liquid.
