    A Medium Rigid with air brakes fitted and an oversized compressor to service the trailer brakes also. Quite commonly used as yard transfer vehicles to move trailers around. Even fully electric ones are not uncommon. On the road? I don’t know where that would be legal. But, if it’s safe (and given that I can see what appear to be brake hoses on the tray of the MR) I don’t really see an issue.

    My guess fits with Drew1966; if still under GVW, the trailer braking and lights are operational, and not overweight on the axle.
    There are bridges/ overpasses might have to avoid.

    This is in China. Likely in a smaller city, and probably in the industrial zone. Safety is pretty low on the list. They are probably moving this trailer from one company or loading area to another. The semi tractor that typically pulls these are large, and the Chinese typically overload these trailers. They are not maintained very well either, with non-functioning brake lights, minimal or no chains for loads, etc.

    It was quite frequent that I saw trucks on the side of the road getting repaired... most common was u-joints. They'd drive the truck until the u-joints on the driveline would explode, then a small white repair van would show up to fix. One time I saw an entire transmission being rebuilt on the side of the road... 3 plus lanes in each direction, truck on side of road with transmission pulled out, and small white van with tools and parts doing the repair. Parts were spread out on the shoulder of the road.
    I lived in Shanghai for 5.5 years, and traveled to many cities surrounding that area.
