How are a handful of guys supposed to hand position this, when the norm is tending lines from the corners?

A towering frame — made out of rebar? For some kind of massive slip-form concrete monolith? Or did the engineer forget to tell 'em — it's supposed to go sideways? And they're trying to set it in it's concrete bed — which doesn't look to be that deep — by hand?
And who's the guy gets to stand back and 'plumb it' by eyeball? I want to see the 'After' pics on this!
