That is a "donut." It's a "cheap" alternative to a proper spare tire. They're good for taking up a bit less space in the trunk, and for getting you to a service station, slowly, and not much else. The ones I've examined closely are rated for 50 miles, and 50mph. I had to buy a new rim, and save the best of my old tires to get a proper spare for my Hyundai Elantra. And not that they are actually cheap. A replacement was quoted to me several years ago at $267 from the dealer. I paid $100 for the rim, and the mount and balance was free since I bought 2 new tires.

Inertia. Depending on how it was parked, and the fact that tire was flat, that corner of the car was "unloaded". I think we are looking at the right rear. Most of the weight was on the left rear and right front. Typically more weight is on the front wheels, so the left front on the opposite corner was unloading that flat rear tire. That is why it did not look so squished as it might have.
If the tire had been loaded, he would not have been able to pull it off the lugs with one hand.
It's the front driver side, you can see the side mirror. It doesn't come down like a tipping of the balance, it stays up then just drops like something was holding it up and it slipped out. I'm thinking he had the jack in front somewhere and when he pulled it caused the car to shift and it fell or the device holding it up failed. It looks like the car shifts toward him as it falls.

But I still believe the delay is caused by inertia. I used to work at an auto salvage yard. I have seen the same thing happen many times. Depending on how the suspension is loaded, one corner (wheel) can be supporting very little weight.
After reviewing the video, I was also wrong saying that he used only one hand, If that corner had been loaded normally, he would not have been able to pull the wheel off the lugs from the bottom, even with two hands. There would be way too much friction between the tire and the ground if there was any load on that tire.
