I would say that that wheel is balanced. Now if somehow tire/tyre manufacturers could balance their product before selling them, we wouldn't have to buy a defective item and have a whole industry that corrects the problem at a cost to the consumer...

I'm surprised at how cantilevered out the cutting tool is from the holder, and how clean the surface finish is.
