I love how at the last second it pans left to show that actually BOTH wheels are being machined at the same time!
From the rust it appears to be a refurbishing operation.

When a circumference section of approx. 3/8=" became worn out then the operator turned the bit by about 30°. The 'chip' was a neat blue and violet spiral of about 1/2" which cost some effort to bend. Mystery was that the spirals broke every 5 or 10 inches to handy pieces.
