Great. So anybody that resembles a criminal gets a visit from the police. London sucks.

London sucks, yes it does, but these van's are used to spot potential problem people in crowds, usually for football (UK football = soccer) matches where travelling 'fans' with convictions for violence may be present and other 'known' criminals, often those who are known to carry knives. Not so much use now for antifa and the Hamas supporters who wear face coverings/masks, though the Met has probably upgraded their systems to include gait recognition.

So they jump out of the van to apprehend a recognized face? Or record that a face was in a area?

The operators call on plain clothes officers to follow or uniformed squads to intercept, whilst the recordings are transmitted to remote secure sites for storage in case needed for evidence with it being a 'secure evidential chain of custody'.

What is it about soccer that causes fans to riot and beat the hell out of each other? Is it for some reason uncomfortable to be there such as seating, or overcrowding? I've often wondered about that.

It's long been the manipulated means to keep the masses distracted and divided thus partisan in their support for 'their' team, Panem et Circuses, the violence was/is largely from redirected anger that stems from their situation in life at least in the UK, which suited the rich as it made them safer. Eastern European travelling 'fans' however take the violence to whole new level...

The Panopticon effect, London's surveillance systems are largely to protect the state from the people and keep them in line, and does little to protect the people from the state or each other, it also enables a form of 'social credit' monitoring and the widely hated ULEZ scheme, mission creep at it's finest.
