Depends on the product. For some ores, the dust is brought through a dust collector, mixed with water to form a slurry and then (based on commercial influences) either put through a benefication/ pelletising process, or the slurry is dumped as low grade/ fill. Some refining processes don't handle ore which is too fine, so "fines" are either sold at a discount, or the benefication/ pelletising process will convert the fines to a lump product.
