I see what looks like a surfer heading out, and since the person shooting the video is not being tossed around as well, this must mean they are on the shore or a dock, and the boat is probably attempting to cross the breakers on their way in.

Looks like a huge tidal flow, combined with incoming seas, meeting a large sand bar.
It has been a while since I took a flight to investigate something shown on here. I just flew down to GreyMouth, NZ to see what is going on in that video.
Photo one shows the Grey River in NZ. It drains a huge water shed area.
Photo two shows the river mouth from closer. You can see huge sand bar there where the river empties into the Tasman Sea.
The Greymouth fishing fleet appears to dock in the harbor to the South of the river.
Tides in that area can be over 2 meters. That large tide combined with the natural flow of the river would make a very significant current at various times of the day.
Coming in through the Hatteras Inlet wasn't quite that bad with the tide coming in it was very interesting in a 40' head boat with 10' swells. I'm sure he knew what he was doing but the captain kept the speed of the boat just slower than the breakers which nearly came over the stern. That and the shifting shoals make it interesting from week to week. They say it's why there were so many shipwrecks off Cape Hatteras. Ships would sail through with no issues then come back through a month later on the exact route, run aground and sink.
Every once in awhile the tides bring in the skeletal remains of an old ship.

Being something of a sailor, myself, I really wish we could have seen the entirety of that segment of their "pleasure cruise". Most of the "crew" on deck appeared clueless as to the danger they were actually in! But, hey, he did have the Jolly Roger flying, so I guess that counts for something, right?
