Well, I am very far from being an expert, but I think typically if you were making a chain you would make a bunch of these, then link two with a round ring you solder shut, and then stretch every other round link into an oval as shown. I'm guessing that this was just to demonstrate the tool. But there is no reason you could not do as you say and cut the oval, add a link, and then solder it closed again.
With all of the holes in the jaws I could see this being used with say four pins to make square shapes, three to make triangles, etc.
