They must have known the landslide was imminent since they already had barricades across the highway

The geotech engineers at the mines can predict this stuff pretty well based on models, and tells (ie cracks, seepage) so I would imagine the DOT/ Main Roads would have similar people in their teams for designing roads/civil works, and assessing known problem areas.

You are probably right, but I suspect their warning was a low-tech chance discovery by a passing motorist, who happened to notice a bulge or a crack in the slide protection barrier, who in turn notified the highway patrol to get the wheels turning for an investigation and subsequent closure.
My experiences with persons responsible for the upkeep and motorway maintenance in in this country is they will drive around a simple pothole for a year and never notice it until their vehicle actually falls through the road surface. Slides like this one are frequent along the west coast and some of the mountainous areas in the Eastern states particularly after the spring thawing of a heavy winter's snowpack or a heavy rain after a long drought.

What is the white thing up the second post? looks like a man with white overalls on, but "it" doesn't panic when it starts to go down the hill.

I guess it must be a transformer. If you play the video in full screen and at .25speed you can see several scary things about this slide

That's an amazing video. I can only imagine what it would be like to experience in person. I am curious as to where this happened.

Can they rebuild these portions of highway or is it a lost cause after a landslide?

AT least for this landslide they must have had some fore warning. or perhaps even a smaller slide had already occurred prompting the barricading of the road. So many super landslides around the world just suddenly shear off the mountainsides or even smaller hillsides

I suspect that video was taken in China. Landslides like this happen frequently there, so most likely they can really read the "tea leaves" on them by now.
Key takeaway here is that the Earth, like water, is constantly seeking its own level.
